Although Veigar’s [E] can block LeBlanc from closing in with (W) if used preemptively, it is realistically nearly impossible to execute successfully. LeBlanc is difficult to deal with as [E] will not stun her when she uses (W) to retreat. Either use [E] to prevent her from closing in while farming, or push lane quickly after purchasing items to avoid engaging her altogether.
